Moustapha M. Moukhtar was born in 1886 to a father who served as a military commander in the Egyptian army. In 1914, he obtained a Bachelor of Law degree from Sorbonne University and joined the Royal Palace. There, he was responsible for organizing royal ceremonies for King Fouad. Additionally, he had expertise in oil painting, sculpture, and woodcarving. His hobbies included writing poetry, playing sports, breeding pigeons, going on hunting trips, and playing the violin.
